How Much Does It Cost to Start a Cold Storage Facility?

A 30,000 square foot owner-built cold storage facility costs roughly $6.5 million to $12.5 million for building, refrigeration, racking and equipment, excluding land, with about $9.4 million a fair planning figure. Temperature zone is the biggest single driver: Terrapin Construction Group priced cooler space at $150 to $250 per square foot in April 2026, freezer at $200 to $350, and blast freeze at $280 to $450. Financing is the second, because SBA's 504 rules (SOP 50 10 8.1) list cold storage with more than 50% of its total square footage equipped for refrigeration as a limited or special purpose property, which lifts the minimum borrower contribution to 15% or 20%.

Verify every figure below with the named agency before committing capital. Fee schedules, thresholds and compliance dates change, and the decision to lend or to permit belongs to the individual lender or agency, not to us.

What does a cold storage facility cost, line by line?

The table models one project so the arithmetic can be checked: 30,000 square feet, 18,000 of cooler at 35°F and 12,000 of freezer at 0°F, six docks, owner-operated. Land is excluded and priced separately. Terrapin says its ranges "reflect total construction cost including site work, structure, envelope, mechanical systems, and general contractor fees", lists the heated sub-slab in its freezer range and prices dock equipment as a driver of that total, so neither gets its own row here. It adds that regional multipliers can shift the ranges by 15% to 45%. The rows sum to the headline range.

That is $216 to $418 per square foot all-in.

What actually drives the cost?

Four things. Temperature zone sets envelope thickness and refrigeration load, which is why the same box costs $150 or $450 per square foot. Sub-slab heating is non-negotiable under a freezer: an unheated slab frost-heaves. Power at the site is the real constraint, and the one founders discover late. Refrigerant choice is fourth, and it is a regulatory decision as much as an engineering one.

Does your ammonia charge cross 10,000 pounds?

Anhydrous ammonia (CAS 7664-41-7) has a threshold quantity of 10,000 pounds under EPA's list of regulated toxic substances at 40 CFR 68.130, and the same threshold under OSHA's Process Safety Management standard at 29 CFR 1910.119 Appendix A. Cross it and you trigger both at once.

Under 40 CFR 68.10, a covered process that is not eligible for Program 1 falls into Program 3, the most demanding level, if it is in one of ten listed NAICS codes or "subject to the OSHA process safety management standard, 29 CFR 1910.119". Refrigerated warehousing is not one of those ten codes, so for a cold store it is the PSM trigger that puts the process in Program 3 unless it qualifies for Program 1, which requires, among other things, a worst-case release distance "less than the distance to any public receptor". A Risk Management Plan must then be filed with EPA and, under 40 CFR 68.190(b)(1), fully updated and resubmitted at least every five years.

So at design stage you pick one of three paths: engineer the total charge below 10,000 pounds, adopt a low-charge packaged ammonia or CO2 cascade system, or accept the full PSM program plus process hazard analysis and the RMP filing. Decide before the contractor orders steel: changing it later is a rebuild, not a revision.

What licenses and registrations do you actually need?

  1. FDA food facility registration. A facility must register before it "begins to manufacture, process, pack, or hold food for consumption in the United States" (21 CFR 1.230). No fee (21 CFR 1.231(c)). Renewal is biennial, in the window "beginning on October 1 and ending on December 31 of each even-numbered year", so the current renewal window opened on 1 October 2026 and closes on 31 December 2026. Facilities regulated exclusively throughout by USDA under the meat, poultry or egg products inspection acts are exempt (21 CFR 1.226(g)).
  2. State food warehouse license. California: $381 a year for a Cold Storage or Refrigeration Facility License, up from $332 effective 1 July 2025 (CDPH Food and Drug Branch fee letter, 1 May 2025; still $381.00 on form CDPH 8591, 7/2025). A Processed Food Registration, $524 to $2,695 a year, is not an add-on: Health and Safety Code 110480(a)(4) exempts a person whose holding of processed food is "limited solely to activities authorized by" a valid cold storage license, and CDPH assigns it to sub-let space, which "does not fall under this license". New York: $400 for a two-year food warehouse license (Agriculture and Markets Law 500-b), which exempts establishments the department licenses under another provision; refrigerated warehouses are licensed under Article 19 (section 231), so ask the department which applies. Florida requires an FDACS Wholesale/Manufactured Food Establishment Permit covering "food storage warehouses" under Chapter 5K-4 of the Florida Administrative Code, and Texas licenses food warehouse operators through DSHS; we could not retrieve either state's current fee schedule from a primary source, so ask the agency.
  3. Modified preventive controls. 21 CFR 117.206 applies to a facility "solely engaged in the storage of unexposed packaged food" that stores refrigerated packaged food needing time and temperature control against pathogens: establish temperature controls, monitor at adequate frequency, take corrective action on loss of control including evaluating affected food, calibrate temperature devices, and review monitoring and corrective action records "within 7 working days after the records are created" unless a longer period is justified in writing.
  4. Local building, fire and stormwater permits. Set locally. An ammonia system draws a separate fire code review.
  5. FSMA 204 traceability. Holding and cold-storing Food Traceability List items is a covered activity. The original compliance date, 20 January 2026, has passed, but FDA wrote in the Federal Register on 9 October 2026 (91 FR 64656) that Congress, in Pub. L. 119-37, "directed FDA not to enforce the Food Traceability Rule" before 20 July 2028 and that it "intends to comply with this Congressional directive".
  6. USDA, if you touch inspected meat or poultry. FSIS Directive 5220.1 states that an identification warehouse not preparing or processing amenable products is not eligible for a grant of inspection.
  7. Customer-driven certification. National food and retail customers may ask for a GFSI-recognized scheme such as SQF or BRCGS. Budget the audit, the consultant, and the time to build the records the scheme expects to see before a certification audit; ask your certification body how much history it wants.

How long does approval take?

We will not publish a figure we cannot source. What is fixed: FDA registration must be complete before you begin to hold food, and the initial RMP must be submitted no later than the "date on which a regulated substance is first present above a threshold quantity in a process" (40 CFR 68.150(b)(3)). Building permit, utility service and state license inspection are all set locally, so get each timeline in writing before fixing a construction schedule.

How do buyers finance a cold storage facility?

SBA's 504 loan rules list a cold storage facility with more than 50% of its total square footage equipped for refrigeration as a limited or special purpose property. The list in SOP 50 10 8.1 (Section C, Chapter 1, under Borrower's Contribution), introduced with "This list is not intended to be all-inclusive", includes "Cold storage facilities where more than 50% of total square footage is equipped for refrigeration". At or under 50% the entry does not name the building, but the list gives examples only, so ask your CDC how it will classify yours.

That costs real money. The same paragraph sets the 504 borrower contribution at a minimum of 10%, at least 15% if the business is a New Business or the property is limited or special purpose, and at least 20% if both. Appendix 3 defines a New Business as one "in operation for 2 years or less at the time the loan is approved", counted from when it "begins generating revenue from its intended operations", so a start-up is a New Business and, above 50% refrigerated, in the 20% row. An older business may be treated as one after a change of ownership that brings new, unproven ownership or management and increased debt unrelated to business operations. The SOP's typical 504 structures, on a $5,000,000 project before administrative costs:

StructureThird party lender504 debentureBorrower injection
Standard 50/40/10$2,500,000$2,000,000$500,000
Special purpose, not a New Business (50/35/15)$2,500,000$1,750,000$750,000
Special purpose and New Business (50/30/20)$2,500,000$1,500,000$1,000,000

Five extra points is $250,000 of additional contribution; ten points is $500,000. Both are percentages of the Project, which Appendix 3 defines around "one or more long-term fixed assets", so leave the cost table's working capital row out of the base. The contribution can be cash, land that is part of the Project Property, or borrowed funds subordinate to the Third Party Loan and the 504 debenture. Our SBA 504 loan requirements page covers the rest of the structure.

SOP 50 10 8.1 took effect on 1 October 2026 and replaced SOP 50 10 8 for applications SBA received on or after that date (Information Notice 5000-882227, 25 September 2026); the list, the contribution tiers and the typical structures read the same in both.

SBA's public 504 page states a maximum 504 loan amount of $5.5 million, while SOP 50 10 8.1 (Section C, Chapter 1, Debenture Limits) caps the gross debenture at $5,000,000 outstanding for a business and its affiliates, with $5,500,000 per project for Eligible Energy Public Policy Projects and Small Manufacturers. Ask your CDC which applies. The Standard 7(a) maximum is $5,000,000, and a Standard 7(a) loan to a Start-Up Business, one in operation for 1 year or less, requires an equity injection of at least 10% of total project costs. That one-year test is not the 504 two-year test: see SBA equity injection requirements.

Three points that are our own advisory judgment, not published rules. Ask your CDC how the appraiser will treat the refrigeration plant, real estate or trade fixtures, because it moves loan-to-value. Do not assume a debt service coverage covenant from anything you read online, this page included; ask your lender for theirs. What SBA does publish is its floor for a 504 loan, which SOP 50 10 8.1 raised: "The DSC ratio must be equal to or greater than 1.15:1" on a historical basis, where SOP 50 10 8 said "equal to or greater than 1:1". If history does not show it, the CDC must analyze at least 2 years of projections. If you are building rather than buying, settle construction-to-permanent mechanics, interest reserve and CDC take-out timing at term sheet stage.

What are the operating economics?

Energy decides the model. EIA's 2018 Commercial Buildings Energy Consumption Survey, Table C22 (released December 2022), puts refrigerated warehouse electricity intensity at a mean of 29.6 kWh per square foot per year (relative standard error 19.35%) against 5.3 kWh for non-refrigerated warehouse, medians 30.9 and 3.4. For our 30,000 square foot example that is about 888,000 kWh a year, roughly $95,000 at the 2018 CBECS warehouse price of $0.107 per kWh. Your bill will differ, and the per-kWh average hides what hurts: demand charges. Model your utility's actual tariff including ratchet clauses, and ask about efficiency incentive programs before sizing the plant.

Revenue is pallet positions, not square feet. Our own build-up for the example: roughly 70% of gross area racked, selective racking five levels high, gives about 3,500 positions. Revenue has two parts, storage rent per position per month and handling in and out fees. Model occupancy separately from turns. We are deliberately not publishing a rate per position: rates are market-specific and we could not verify a current national figure from a primary source. Get three written quotes from operators in your submarket.

What makes cold storage projects fail?

Is this viable for you? Often not

Do not build if you have less than roughly $1,000,000 of genuine cash equity for a $5,000,000 project, a go/no-go threshold that is our own advisory judgment rather than a published rule: the 504 special purpose injection rules may put the deal out of reach before you start. Do not build if your demand case rests on one unsigned anchor. Do not build if nobody on the team has run a temperature-controlled facility, because product loss is fast, expensive and hard to insure when it traces to a maintenance failure you did not document.

Consider it if you have a contracted book of business, a site with confirmed power, and operating experience or a hired operator. Consider leasing and fitting out existing refrigerated space first. It removes the two biggest rows from the table, proves demand, and builds an operating history that makes the eventual build financeable on better terms.

Frequently asked questions

Does a cold storage warehouse have to register with FDA?

Yes, if it holds food for consumption in the United States. 21 CFR 1.230 requires registration before the facility begins to hold food, and there is no registration fee (21 CFR 1.231). Renewal is biennial, in the window running October 1 to December 31 of each even-numbered year. Facilities regulated exclusively throughout by USDA under the meat, poultry or egg products inspection acts are exempt under 21 CFR 1.226(g).

Why does SBA treat cold storage differently from a normal warehouse?

The 504 section of SOP 50 10 8.1 lists "Cold storage facilities where more than 50% of total square footage is equipped for refrigeration" among its examples of limited or special purpose property. That lifts the minimum 504 borrower contribution from 10% to 15%, or to 20% if the business has also operated for 2 years or less at approval. On a $5,000,000 project that is $250,000 or $500,000 more.

What happens if my ammonia charge exceeds 10,000 pounds?

You trigger two federal programs. EPA's Risk Management Program applies because anhydrous ammonia carries a 10,000 pound threshold quantity at 40 CFR 68.130, and OSHA Process Safety Management applies at the same threshold under 29 CFR 1910.119 Appendix A. A process subject to PSM is in RMP Program 3 under 40 CFR 68.10 unless it qualifies for Program 1, and the plan must be resubmitted at least every five years.

When does FSMA 204 traceability actually bite?

Not before 20 July 2028, on FDA's own statement. The original compliance date for the Food Traceability Rule was 20 January 2026. Congress directed FDA, in Pub. L. 119-37, not to enforce the rule before 20 July 2028, and FDA wrote in the Federal Register on 9 October 2026 that it intends to comply. Design key data element capture into your warehouse management system now.

Can I use a 7(a) loan instead of a 504?

Sometimes. The Standard 7(a) maximum is $5,000,000, and a Start-Up Business, one in operation for 1 year or less, needs an equity injection of at least 10% of total project costs, which can look cheaper than a special purpose 504 at 15% or 20%. Run both with a lender who has closed cold storage, and compare total cash out over the hold period, not the injection alone.

How many pallet positions will 30,000 square feet hold?

About 3,500 on our own build-up, assuming roughly 70% of gross area racked with selective racking five levels high. That is a planning figure, not a surveyed one: a racking supplier's layout drawing gives you the real number for your building.

What a lender will ask you for

Have these ready before the first meeting: a customer book with volumes and rates, signed or credibly pipelined; a written will-serve letter from the utility; the refrigerant design decision with the ammonia charge calculation; three years of projections (the SOP's 504 minimum is 2) with the energy line built from your actual tariff; a source-and-use statement showing where the 15% or 20% injection comes from, with evidence of each source; your FDA registration and state license pathway with dates; and the GFSI certification timeline your customers require.
